Update: Apple has apparently fixed the problem with the OTA update.

I also scans with Microsoft Security Scanner and Windows Defender with no hits.

I ran sfc/scannow at the command prompt and got a message that corrupted files were found and the details were placed in a CBS. I have attempted without success to open this text file with Notepad, but get the message that I do not have sufficient security access, even though I have made sure I have FULL ACCESS to the file.

You might follow the steps below and fix it by yourself. Press simultaneously the Power button and Home button on your iphone until the screen goes black, then release the two button at once. Then repress the Power button till the Apple logo appears, then release the power button again. Wait for a while and your i Phone might be restarted.

If you can enter the phone and operate, you have fixed the problem successfully.
